Manage Enrollment

Introduction

Once a family accepts an offer, you should immediately begin the enrollment process. While aspects of the enrollment process vary by Service, all program users must complete the following actions using your Service’s operating standards to ensure compliance with the DoD placement priorities:

  1. Verify that the family is eligible for military child care.
  2. For all eligible families, validate that the family’s military family type is correct in MCC.

Review the graphic and information below to learn what you must do if the family is not eligible for military child care or the military family type is incorrect in MCC.

Family is not Eligible for Military Child Care

Prior to starting the enrollment process, someone must verify the sponsor’s eligibility for military child care. This may happen any time during the interview or offer process, (e.g., after the offer is made, after the interview has been requested, or after the interview but before the offer is made). If the family is not eligible for military child care, you must inform the family that according to DoD eligibility requirements, they are not eligible for military child care, and as a result (a) their request and associated offer, if applicable, must be cancelled and removed from the system, and (b) their household will be removed from the system along with any other active requests for care. You can also refer the family to the appropriate local or state child care resource and referral agency or child care licensing entity for help with their search for nonmilitary child care.

AFTER THE OFFER IS MADE

If you determine the family is not eligible for military child care after making an offer, follow the steps below in MCC.

  1. Select the Manage Placement List button from your dashboard.
  2. Use the Child Search feature to locate the ineligible family.
  3. Remove the offer. Review Remove an Offer for step-by-step instructions.
  4. Make an offer to the next family in sequence.
  5. Contact the MCC Support Desk to delete the family’s household from MCC. When the household is deleted, all of the family’s active requests will be cancelled and the family can no longer log in to MCC to request care.

DURING THE INTERVIEW PROCESS (FCC PROVIDERS)

After sending the family a request for an interview, you must call the family to schedule the interview date. If the family is determined ineligible before you schedule an interview, follow the below steps in MCC.

  1. Select the Manage Placement List button from your dashboard.
  2. Use the Child Search feature to locate the ineligible family.
  3. Decline the interview and select the reason “Family not eligible for military child care.”
  4. Contact the MCC Support Desk to delete the family’s household from MCC. When the household is deleted, all of the family’s active requests will be cancelled and the family can no longer log in to MCC to request care.
  5. Continue the interview or offer process with the other families, or schedule additional interviews if needed.

If you learn that the family is ineligible after you schedule the interview with the family, follow the below steps in MCC.

  1. Select the Manage Placement List button from your dashboard.
  2. Use the Child Search feature to locate the ineligible family.
  3. Select “No offer” and select the reason “Family not eligible for military child care”.
  4. Contact the MCC Support Desk to delete the family’s household from MCC. When the household is deleted, all of the family’s active requests will be cancelled and the family can no longer log in to MCC to request care.
  5. Continue the interview or offer process with the other families, or schedule additional interviews if needed.
The Military Family Type is Incorrect

If the family is eligible for military child care but the family type is incorrect in MCC, before continuing with the enrollment process, you must (a) remove the offer, (b) update the family’s military family type information, and (c) determine if the request’s sequence on the waitlist has changed. If possible, take the following actions in the system while talking with the family so you can immediately discuss next steps.

AFTER THE OFFER IS MADE (CDC, SAC AND 24/7)

Remove the offer

  1. Select Manage Placement List from the dashboard.
  2. Use the Child Search feature to locate the family on the Placement List.
  3. Select the Remove link to remove the offer.
    • Once you select the Remove link, a Remove Offer window will appear.
    • Select “Incorrect priority in MCC” as the reason for removing the offer.

Update the family’s military family type

  1. Select the child’s name to open the Child Details screen.
  2. Select the Household Profile link at the top of the screen. The family’s household profile will open.
  3. Update the following information in MCC so it matches the sponsor and spouse information you have verified:
    • Sponsor type: A list of all eligible sponsor types in order of priority will display, with the highest priority listed first. Choose the first option that applies to the sponsor.
    • Spouse: As applicable, confirm the following
      • Spouse status: Select the employment status that best describes the spouse.
      • Spouse employment type: A list of employment types in order of priority will display, with the highest priority listed first. Choose the first option that applies to the spouse.
  4. Scroll to the bottom of the screen and select the Save button.
  5. Select Return to My MCC Dashboard.

Determine the request’s sequence

  1. Select the Manage Placement List button on your dashboard.
  2. Locate the request and select the Make Another Offer button. Once you select the Make Another Offer button, you will return to the Describe Space screen with the previously entered space information prepopulated.
  3. Select the Next button to generate the Make Offer list.
  4. Review the sequence of requests on the Make Offer list.
    • If the request is still sequenced first, make the offer again, accept it for the family, and continue with the enrollment process.
    • If the request is no longer sequenced first, inform the family that they are no longer sequenced first so you cannot continue the enrollment process. Their request will remain active with the same RFC date and they may receive another offer later. Make an offer to the request now sequenced first.

DURING THE INTERVIEW PROCESS (FCC PROVIDERS)

If, during the interview process, you learn that the family type is not correct, you must correct the family’s information in MCC and then determine if the request is sequenced correctly before continuing with the interview process.

After sending the family a request for an interview, you must call the family to schedule the interview date. If you learn the family type is not correct before you schedule an interview, follow the below steps in MCC.

Decline the interview request

  1. Select Manage Placement List from the dashboard.
  2. Use the Child Search feature to locate the family on the Placement List.
  3. Decline the interview and select the reason “Incorrect priority in MCC.”

Update the family’s military family type

  1. Select the child’s name to open the Child Details screen.
  2. Select the Household Profile link at the top of the screen. The family’s household profile will open.
  3. Update the following information in MCC so it matches the sponsor and spouse information you have verified:
    • Sponsor type: A list of all eligible sponsor types in order of priority will display, with the highest priority listed first. Choose the first option that applies to the sponsor.
    • Spouse: As applicable, confirm the following
      • Spouse status: Select the employment status that best describes the spouse.
      • Spouse employment type: A list of employment types in order of priority will display, with the highest priority listed first. Choose the first option that applies to the spouse.
  4. Scroll to the bottom of the screen and select the Save button.
  5. Select Return to My MCC Dashboard.

Determine the request’s sequence

  1. Describe the space and view the Request Interview screen following the steps in the Make Offers: FCC topic.
    • If the request is sequenced first, select the Request Interview button again, accept it for the family, and enter the interview date.
    • If the request is not sequenced first, inform the family that they are not sequenced first so you cannot continue the interview process. Their request will remain active with the same RFC date and they may receive another interview request later.

If you learn that the family type is not correct after the interview was accepted, follow the below steps in MCC.

  1. Update the family’s military family type. See instructions in previous section.
  2. After updating the family’s military type, find the family’s request on the Placement List.
  3. Select the No Offer link and select the reason “Incorrect priority in MCC.”
  4. Describe the space and view the Request Interview screen following the steps in the Make Offers: FCC topic.
    • If you have not interviewed the family yet and the request is still sequenced first, select the Request Interview button again, accept it for the family, and enter the interview date.
    • If you have already interviewed the family and the request is sequenced first, select the “No Interview Needed” button if you are prepared to make an offer to the family. This sends the offer to the family.
    • If the request is not sequenced first, inform the family that they are not sequenced first so you cannot continue with the interview or offer process. Their request will remain active with the same RFC date and they may receive an interview request or offer later.
